Drawn closer to his father upon the death of his adopted mother Mary, Joe subsequently helps Professor McClaine to work on his brain child that is to become the ‘BIG RAT’, or the 'Brain Impulse Galvanoscope Record And Transfer', an electronic device that can transfer the brain patterns, and therefore the skills and knowledge, of one person to another. Joe 90, Robert Harrop Sam Loover, a secret agent for the World Intelligence Network (WIN), persuades Mac, his friend, to dedicate the BIG RAT to WIN's pursuit of world peace and to allow his son Joe to assume such knowledge and skills to become an operative for the organisation. After the required skill is transferred, and provided that Joe is wearing a pair of special glasses containing hidden electrodes to trigger the expertise, he can assume the skill of an astronaut, or a pilot, or a brilliant brain surgeon, or whatever knowledge may be necessary for him to succeed in his mission. Joe is also provided with a special briefcase that conceals an adapted handgun and transceiver and since no one would suspect a child of espionage, Joe quickly becomes Joe 90, WIN's "Most Special Agent"! An amphibious vehicle, it is capable of an impressive top speed of 200 mph on dry land and up to 70 knots as a hovercraft on water. Not only that but with its wheels retracted and wings and tail fins extended (they are normally hidden from view), it is equipped to fly. In this mode, its appearance completely altered, Mac's car can travel at speeds of up to 300 mph with a maximum height of 2,000 feet. Joe 90, Robert Harrop To allow for this level of performance and ability, the car is fabricated from a heat resistant plastic and indestructible plutonium alloy and is driven by two powerful jet engines, fuelled by a special high-octane essence, which does around 20 miles to the gallon.
